yeh konastinky is right you cant ride it like that you need the headset spacer in so your headset will tighten up all thats holding your fork in is the stem and there must be masses of play in the front end
i dont mean to be rude but it looks like it could do with some work. possibly start by connecting the brake up and it looks like your missing a stem stacker spacer thing from your steerer tube. you wont be able to ride it without one.

clean it up a bit and fix the bits and bobs (and put a spacer in) and it will look ok.
